Permanent Local Housing Allocation provides a permanent source of funding to all local governments in California to help cities and counties implement plans to increase the affordable housing stock.

Funding will help cities and counties:

  • Increase the supply of housing for households at or below 60% of area median income

  • Increase assistance to affordable owner-occupied workforce housing

  • Assist persons experiencing or at risk of homelessness

  • Facilitate housing affordability, particularly for lower- and moderate-income households

  • Promote projects and programs to meet the local government’s unmet share of regional housing needs allocation

  • Ensure geographic equity in the distribution of the funds

2021 Non-Entitlement Competitive NOFA

The California Department of Housing and Community Development (HCD) released of the Permanent Local Housing Allocation (PLHA) program Non-Entitlement Local Government Competitive Component Notice of Funding Availability (NOFA) for approximately $29 million, which includes the $6.7 million left over from the 2020 NOFA.

Applications must be submitted electronically to the Department’s website.  The submittal portal will be available beginning August 23, 2021.  Applicants must upload all application materials to the Department’s website no later than 11:59 p.m. Pacific Daylight Time on August 31, 2021.  

2021 Entitlement and Non-Entitlement Formula Component NOFA
