HHAP (Homeless Housing, Assistance and Prevention)
HHAP (Homeless Housing, Assistance and Prevention) funding is a California state initiative that provides critical resources to Continuums of Care (CoCs), local governments, and community organizations working to prevent and reduce homelessness. Through strategic investment in housing solutions, supportive services, outreach, and homelessness prevention programs, HHAP funding helps communities build coordinated systems of care that create lasting housing stability for individuals and families experiencing homelessness.

HHAP RFP ROUNDS
HHAP Round 5
The California Legislature appropriated $1 billion for HHAP Round 5 funding to support regional and local homelessness response efforts across the state. To be eligible for HHAP-5 base allocations, applicants were required to apply as part of a regional partnership and be signatories to a Regionally Coordinated Homelessness Action Plan approved by the California Interagency Council on Homelessness (Cal ICH).
Cal ICH anticipated providing allocation amounts to eligible applicants by January 2024, allowing agencies time to finalize budgets and applications prior to the March submission deadline.

Homeless Housing, Assistance and Prevention (HHAP) Grant Program
HHAP Round 1 is a $650 million grant that provides local jurisdictions with funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges.
HHAP Round 2 is a $300 million grant that provides support to local jurisdictions to continue to build on regional collaboration developed through previous rounds of HCFC funding and to develop a unified regional response to homelessness.
